/sbin/ldconfig does not generate /etc/ld.so.conf.  ld.so.conf is used
only for ldconfig default configuration file.  Read ldconfig(8).

/etc/ld.so.conf is not needed for libc6.  It's needed for some
programs that put libraries on a directory (not /usr/lib or /lib).
The major example is X libraries, /usr/X11R6/lib.  Another example is
/usr/local/lib, if user wants to add.
