Shapely 2.0
With Shapely 2.0 nearing release, now was a good time to test the impact
of the new major version.
Not all rdeps are compatible with Shapely 2.0 as expected.
A few FTBFS, and two don't due to test failures being ignored.
The biggest blocker is Cartopy whose failure also affects other packages.
While it seems that Shapely 2.0 will be released before the freeze in
February, it is unlikely that the rdeps will be patched by then.
