It is not wrong. It is as it is stated in the code, and as it is
detected by dh-elpa.

Personally, I don't see any problem here. The hl-todo-el package is just
waiting for the latest upstream version of complat-el. There's no hurry
to make its way into testing right now. From my point of view there is
only a wishlist bug requesting the latest upstream version of compat-el
to be uploaded into unstable.
