Bug#899221: [medium size project] break up emacs-goodies-el into many elpafied packages

Dear Peter,

Thank you for maintaining emacs-goodies-el; It has proven to be
invaluable for a variety of tasks.  Sean Whitton and I have recently
been discussing the challenge of breaking up emacs-goodies.el into
many elpafied packages.  I am filing this bug so there will be a site
to coordinates efforts to this end.  Is it something you're already
working on, or something you wouldn't object to having the Debian
Emacsen team help out with?  How important is git history to you?
While it is possible to script pruning and rewriting history for each
new repository (consisting of the .el, documentation, patches,
changelog, and copyright) this will be a lot of work!

I'd also like to break up the process into a series of steps, so that
other people can resume progress if the effort stalls, and possibly
also break it up into no more than four sections (count of *.els / 4),
so that the labour of any manual steps can be divided between multiple
people.  Finally, if there are any bugs in the script, doing it in
multiple steps will provide checkpoints and a way to gauge progress.

Please feel free to define this sequence, or ping me if I haven't
submitted one by the first of June.

P.S. Do you know a way to automate the triaging of ~100 bugs against
goodies, and to reassign them to their respective (future) elpafied
packages?
