Bug#926184: debian-edu-config: don't prompt users to set up the initial LXQt session manually

While testing recent official installation images (both netinst and BD 
type) for different installation scenarios and desktop environments, I 
noticed that a user needs to do the initial desktop setup manually 
(specify the window manager, configure the panel) if LXQt is used as DE. 
This problem showed up now that the lxqt-branding-debian' package is 
available and installed by default.

Cfengine can be used to provide a decent user experience, just use the 
XDG environment approach for all DEs instead of desktop-profiles. (To 
disable desktop-profiles'PERSONALITY=sheep' is needed in 
/etc/default/desktop-profiles.)
