apt-zip, apt-move or demish (there's an ITP for demish, but you can find it
at http://luon.net/~admar).

You can also use one of the mirrorscripts that are out there (iirc, on
http://www.debian.org/mirror, but also search the mailinglists); Joey
Hess' debmirror seems to be very popular.
