Package: dpkg
Version: 1.4.1.6

As far as I can see, there is no option to dpkg to tell it to
rebuild a package from the installed files and control data.

So I suppose I'll have to figure it out for myself (sigh).

This should be an apt-get option. Apt-get --rebuild.

(insert arbitrary complaint about dpkg having a user interface
that I wouldn't care to see in the mirror when I wake up ..).

Install the dpkg-repack package, it's not part of the standard dpkg, and it
works perfectly well.
