Bug#540249: Suggestion to discuss emeritus keyring as part of "Retiring" section

The Developer's Reference contains a section on Retiring giving
instructions on the recommended way to retire from the project.

I am under the impression that following this process causes the
developer's key to be placed in the "emeritus" keyring, from which
it's easier to obtain full DD status again if the developer should
decide to return to Debian.

I'm not exactly sure what the current handling is, (which is why I'd
like to see some treatment of the topic in the reference), but I did
find the following post from 2005 which describes the process that was
instituted at that point:
