But it is less of a disservice than ignoring it completely.

I think the natural thing to do is to close with a message explaining
how to reopen and reassign if the bug is still present in emacs24.

Alternately, ask whether it is still present and then reassign/close
depending on the response (or lack of response within a time limit).
