What ever you come up with you will have to think about the position of
the person collating the data. I have had to do some editing of approx
one third of the entries, fixing such things as:
* transposing lat/long
* converting coordinates given in minutes and seconds
* gpl box ticked, city given, but no coordinates - I have found the city
on the map and supplied the figures. The numbers will presumably be
for the heart of the city.
* one reply had an extra box "[X] public domain"
This means that I have modified the data. If I am not allowed to modify
the data then getting it right is going to be a very long, drawn-out
process.
The problem (protecting the collator) can best be solved by feedback.
Anyone not happy with his/her entry can have it changed.
