How about looking at /usr/doc/debian-<version> where <version> currently
stands at 0.93, contains old files, belongs to the base package and will
probably be updated by Bruce on our way to 1.1.

The problem is a sharp definition of a version number. That collides with our
in-vitro per-package upgradability, so we might want to settle for a "soft"
definition of a version number.
