Bug#443828: debbugs: customizing the initial reply to the submitter

It would be nice to be able to customize the initial acknowledgement
that is sent to a user after receiving the bug with a package-specific
message.

This would be useful e.g. for explaining that a package is unmaintained
or that the maintainer is drowning under bugs, or to ask the user to
keep some specific information around, but I'm asking it now for a
specific issue.

The reason that makes this request a bit more important is that Jörg
Schilling is regularly spamming our users who report bugs, acting as he
was a maintainer of some packages, and giving them recommendations that
will break their systems. After trying to convince him not to do it, I
think the only way to limit the breakage is to send users a notice to
ignore such emails.
