In the HTML pages in the bug tracking system, created by debbugs, it
would make them more readable if there was, say, an empty line between
bug reports in the listing. This visual clue would make it easier to
scan long lists of bugs when viewed in a browser.

The advent of the new css schema should obviate the need for this bug;
if you want a different stylesheet, you should be able to specify one
in your browser.
