It's not just the dpkg maintainers, it is also all the maintainers who are 
using this:

The normal mantra is: "policy is to document standard practice", "policy is 
not a stick to beat maintainers with", "policy changes should (normally) not 
make packages instabuggy". The current approach is not consistent with 
Debian's normal processes for dealing with Policy; vendor.series *is* standard 
practice and packages would be made instabuggy for carrying such files if 
policy were used as a stick as requested.

(I'm not claiming that this is not a misfeature or that as a project we 
shouldn't be helping maintainers and derivatives to get rid of vendor.series, 
just that pretending that it's only a policy issue and then using policy as a 
back door to overrule maintainers is completely the wrong way of doing it and 
undermines both Policy and TC.)
