As far as I know, these concrete proposals have not been discussed with
the relevant teams or presented to the CTTE. Presumably, they would
involve specific changes to the init package.
Speaking personally, without specific patches which have been discussed
with the maintainers of the init package and well tested, I'm unlikely
to vote any resolution on this issue above FD.
