freeradius 3.2.1 needs to upgrade freeradius-config and freeradius-common

Hi,

I was just struggling with a problem after I upgraded freeradius to 
version 3.2.1 (in bullseye-backports).  It was crashing with 'Error: No 
memory!' when trying to query the status module with radclient, and 
upgrading -config and -common fixed the problem.  Not sure exactly what 
makes it crash, but not upgrading those packages seems to leave it in an 
inconsistent state.
