Re: how to get dpkg to work from scratch?

Thank you guys for the replies. 

I  got what I wanted by doing the following:

create a symlink from /var/lib/dpkg --> /usr/lib/dpkg

create an empty updates directory in /usr/lib/dpkg to get rid of no
updates dir complaint.

type "dpkg --clear-avail" to get rid of complaint for not finding
available packages.

now  with --force-depends I can install packages I want. This is much
better than the way I tried to install things on the host.
