Bug#230539: apache: SEGV when Including itself (recursive Include)

When in foo.conf, you put 'Include foo.conf', apache segfaults on
configtest and on startup.
A better error would be more useful, for those people who have a 1600
line multifile apache config. For example by having a limit on included
config files (if that is what caused the segfault, as I assume).
Only a minor bug, as this shows up only after a trivial (if you spot it)
config fuckup.
