Thanks for the clarification, Paul. That's actually really useful, and
turns my goal around (use deb.debian.org everywhere, rather than nowhere).

The one known inconsistency in experimental I mentioned:
  * Sources:  x.y.z, with N binaries
  * Packages: x.y.z, <N binaries
Also cannot be a CDNing/mirroring thing, as these files are signed. So
Packages simply had fewer than expected records at the time of creation.

I'll need to monitor this on the next uploads.

Thanks. I'll probably reach out to DSA if only to determine why this
only seems to be a problem in experimental.
