One observation in the upstream part:

Upstream prepends environment compiler flags, eg.
  CFLAGS="$CFLAGS -O2 -W -Wall -g"
It should append them instead, as this might override compiler flags
injected e.g by dpkg-buildflags.

As a concrete example, this will break DEB_BUILD_OPTION=noopt.
