Bug#982652: apt: ship systemd.timer disabled by default

I have no business with the timer myself, but as this would break¹
existing user configuration (as they all have to enable the timer then)
this bug should have more info than a reference to IRC who people who
are bitten by it are unlikely to be able to resolve and someone will
have to eventually write debian/NEWS and Debian release notes, too.

(I have to also note that the IRC log says "it's worth discussing in
one [bug report]". Past tense and the following brevity indicating the
discussion already happened and just has to be implemented now seems
like a misleading summary of it hence.)


¹ I guess that can be avoided for most with some semi-complex postinst
but as every change breaks at least some users and in this case breaking
can be the "silent" failure mode of not installing security updates this
deserves some note even if most users can be transitioned automatically.
