Well, you found the place – it is this mailinglist where most of apt
development discussion (mostly in the form of bugreports from Debians
bugtracking system) happens and can be recalled from [as the list is
publically achieved as most Debian mailinglists are].

For more inpromptu discussion, commit notifications and as a general
hangout we use the IRC channel #debian-apt on the OFTC network (just
install any IRC client, they should all have that network
pre-configured) and/or click: irc://irc.oftc.net/debian-apt

Our README[1] has some details on how to compile, run, test & debug APT
and its related tools and libraries. But if you have ANY questions or
just want to chat feel free to just ask on mailinglist or IRC. :)
