Bug#98640: apt build-dep stops on non-existent package even if dependency is fufilled

command line: apt build-dep guppi

guppi from unstable depends on libesd0-dev | libesd-alsa0-dev.
libesd0-dev is installed.
libesd-alsa0-dev does not seem to exist from any source location.
(I do not have a deb entry for the unstable tree)

apt stops, complaining about the non-existence of libesd-alsa0-dev.

apt should continue to build because the libesd0-dev package requirement
fufills its dependency.
