You can, please read the sources.list man page more carefully :> 

The syntax you are after is:

deb ftp://ftp.de.kde.org/stuff path/to/packages/

Note the trailing / on the final component. APT takes the first word and
uses that to locate .debs and takes the second word plus the first to
locate the index files. The index files must of course be at least semi
reasonable :>
