Bug#28633: apt: apt-get dist-upgrade fails with internal error

Version: 0.1.7
apt-get dist-upgrade just failed with an internal error. This
happened shortly about the time that the X packages split into many
pieces, making the upgrade very painful. Please ask me for any
additional information necessary.
