Hmm, no. It does not belong in XFree86, as it has *nothing* to do with
XFree86. It's a kernel thing - do it there. I personally think it would
be cool if the installer said "do you want 3-button emulation? ok, press
the button for the middle button now, and the button for the right
button, now".

I am strongly against adding this completely unrelated feature to
XFree86's already complex postinst scripts (hint: people use mice in
consoles sometimes, too - I use my mouse a lot in the console of my Mac,
which has a mice with ... yep, you guessed it - one button!).
