I installed Wine32, then ran the file downloaded here:
http://fr.vocalepresse.com/vp-setup.exe

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

1. I ran:
wine32 vp-setup.exe

It installed properly.

2. Then:
wine32 "~/.wine/drive_c/Program Files/Akompas/Vocale Presse/launcher.exe"

I got the errors in the attached file. The program seems to start, as I hear the audio, but crashes immediately.

   * What was the outcome of this action?
   * What outcome did you expect instead?

It should start and show a GUI.

Since this is a java application, just use gcj's or openjdk's java
command to run it.  wine is not necessary.
