Then you might want to install the two .debs with

  dpkg -i first_deb
  dpkg -i second_deb

and clear up any dependency problems with

  apt-get -f install

This should also give you the iscan program and the opportunity to
compare it with xsane.

sane looks here but cannot find the library. No problem because it looks
soewhere else

and does find it.
