Just to be sure, can you attach the output of
"findmnt".

Do you have any other tmpfiles config files which might override your
custom one.
Can you attach the output of

grep "/tmp" /run/tmpfiles.d/* /usr/lib/tmpfiles.d/* /etc/tmpfiles.d/*
