As per Andrei's suggestion, you can explicitly set this in your .muttrc
as follows, which is what I do.
set editor="vim +':set textwidth=72'"
I suspect the following will work aswell if you want to also keep the
wrapmargin setting.
set editor="vim +':set textwidth=72' +':set wrapmargin=5'"
