In the first step I tried to open an experimental branch for all this and start developing in there but "gbp import-orig.." replaces the upstream source on master:now that TL 2022 has been released, I'd start packaging.Great!
hille@sid-amd64:~/devel/TeXLive/github/texlive-bin$ gbp import-orig ../texlive-bin_2022.20220321.62855.orig.tar.xz
What is the upstream version? [2022.20220321.62855]gbp:info: Importing '../texlive-bin_2022.20220321.62855.orig.tar.xz' to branch 'upstream'...
gbp:info: Source package is texlive-bin gbp:info: Upstream version is 2022.20220321.62855 gbp:info: Replacing upstream source on 'master'gbp:info: Successfully imported version 2022.20220321.62855 of ../texlive-bin_2022.20220321.62855.orig.tar.xz
I'd continue working on master branch. I guess this is what you did in the past too.
I guess there are further things to do, like updating the "Breaks" statement for TL nonbin..
