If you intend to work on this: attached is what I call a minimal xml file. The file can be processed using "docbook2tex test.xml" to get the tex source code. The resulting file can be processed in Debian testing using "pdfjadetex test.tex" and one gets an pdf file. The same fails on unstable w/ the known messages. The (intermediate) TeX input file are identical on testing and unstable.

Hence I'd assume the issue is in some changes in the LaTeX kernel. Testing has "LaTeX2e <2020-02-02> patch level 5" unstable is "LaTeX2e <2020-10-01> patch level 2".
