biber and texlive-extra didn't migrate to testing

Dear TeX-Maintainers,

I noticed that the latest uploads of the biber and texlive-extra source
packages haven't migrated to testing yet although they have been in
unstable for 11 days, they don't introduce any new RC bugs and are
listed "valid candidate" in the PTS/Tracker. Maybe you should hint the
Release team to this so that they can migrate these packages by hand
because I assume you want them to be in stretch. Or does the
non-migration have to do with the new RC bug in texlive-base (which is
not obvious to me)?
