Bug#459438: ucs c00 encoding should use chinese arphic fonts

I know the Arphic fonts are available in Fedora (though probably not
installed by default) in TTF form, but not sure if they have the LaTeX
format (Type1?) packaged.  The Debian/Ubuntu packages are made from TTF
files using fontforge.

Also, if it is decided to make such change, I would like to ask if it's
possible to consider satisfying both the similified Chinese users (use
"gbsn", provided by Debian's latex-cjk-chinese-arphic-gbsn00lp package)
and the tranditional Chinese users (use "bsmi", provided by Debian's
latex-cjk-chinese-arphic-bsmi00 package).
