You seem to have created your own fmtutil file. This is not supposed to
work.
The correct fmtutil.cnf file is located
/var/lib/texmf/web2c/fmtutil.cnf
How did you create this file?
If you want to adjust the format generation please edit the files in
/etc/texmf/fmt.d/... and do not create your own file in
/etc/texmf/web2c, or care for that it is correctly updated.
As a solution I suggest:
mv /etc/texmf/web2c/fmtutil.cnf /etc/texmf/web2c/fmtutil.cnf.save
dpkg --configure -a
