No, it is not. Damned. I tried.
First of all, loading latex.ini of latex.ltx without anything is bad, as
a \dump is hidden there ...
Second, if I do a
\let\savedump\dump
\let\dump\relax
\input latex.ini
\let\dump\savedump
....
at the beginning of jadetex.ini it still breaks:
(/usr/share/texmf-texlive/tex/latex/base/fontenc.sty
(/usr/share/texmf/tex/latex/tipa/t3enc.def)
(/usr/share/texmf-texlive/tex/latex/cyrillic/t2aenc.def
! LaTeX Error: Encoding scheme `' unknown.
