I wouldn't understand what "'initex' interface" means if I hadn't
followed the discussion.  What about:

initex can no longer safely be used to create formats, because it does
not take into account the different enginges used (etex, pdftex,
pdfetex,...), and therefore no initex symlink is provided in teTeX 3.0.
For format generation, use fmtutil or call the underlying engine with
the '-ini' command line option.  For example, 'latex -ini &latex
name.tex' will dump the format for name.tex.
