We should add a remark about how changes in the future will be made;
after that you can hardcode them in the maintainer scripts.
A fundamentally different approach would be to have a separate
kpathsea/kpse source package that builds the libkp... packages and a
-bin package with the kpse* executables. Whether this would be feasible
with different releases of teTeX and texlive I cannot tell, anyway we
shouldn't go into this direction before the promised likpse in fact
exists.
