Do you really think so?  If we do larger rearrangements between
tetex-base and tetex-extra, I'd rather do it the other way round and
make tetex-base as small as it can possibly be while still being useful
as a build-dependency - i.e. for processing generated LaTeX code.

debiandoc2latex uses

inputenc, fontenc, pifont, textcomp, wasysym, babel, helvet, palatino,
vmargin, fancyhdr, paralist, alltt, footmisc, url, varioref, ifpdf,
         ^^^^^^^
hyperref, xspace

linuxdoc-tools use:

babel, epsfig, hyperref, inputenc, linuxdoc-sgml, qwertz, t1enc, url

(they could use a hint at l2tabu...).

By the way you won - fancyhdr is in the list for debiandoc2latex...
