Bug#227398: hyperref destroys hyphenation of ToC

I don't have a file hypertex.cfg on my system, neither installed nor in
the tetex-{bin,base} source trees. I only have hypertex.def, but the
words dvips or \Hy@defaultdriver don't occur in it; "driver" only in the
ProvidesFile specification.

So it must be somewhere else. 

Do you know the reason why this was changed?
