Bug#227301: Package count1to conflict with package hyperref

So if you think the problem is in count1to, why do you report the bug
against tetex which does not contain it? Instead you should complain to
the author of that package.

If you agree that the bug probably was in count1to.sty, would you be so
kind and close the bug? Just send any mail to
227301-done@bugs.debian.org
