Well, you never delivered out a running minimal example, which shows
up the behaviour independently of the month in which we actually
life. You said just: "fails today (2 decembre 2002) with
\usepackage[frenchb]{babel}", but never said, what does exactly mean
"fail" in this case. So I could only guess.
