We've replaced the nonfree nehyph2 file with a free version.  My
guess as to why you were having problems is that something broke
when you were installing tetex-base, which stayed broken when you
were installing tetex-bin.

I'm glad things are working, and sorry you had to jump through so
many hoops.  Thanks for your report -- we'll be looking into the
problem and trying to reproduce it so we can stop it from
happening when others upgrade.
