I found something else that fixes the problem:

\input{seminar.bug}
\input{seminar.bg2}

(from the documentation in
/usr/share/texmf/doc/latex/seminar/Seminar-Bugs.html)

While this problem isn't specifically mentioned, it is now fixed.

It seems like (reading between the lines) that the original
author is no longer maintaining the software, and no one
else is able to fix it either, so work arounds are required
instead. :-(
