Yes and Yes.

I usually use the -testing list as a place to report how the current install
process went and any gotcha's.  A quick check of the archive identifies
known problems.  I also use it to weed out the true cause of a problem since
products like the boot-floppies rely on 50 other programs working properly.
Once I verify that the problem is new and what the root cause of the problem
is, I file a bug report since the package maintainers don't always follow
this list.
