Bug#355694: scp: Terminal stops echoing characters after cancelling transfer at password stage

When an scp is cancelled using Ctrl-C at the point where it asks for the
password, it periodically causes the terminal to stop echoing characters
from the keyboard. Typing in reset fixes the problem.

When it happens, the first command typed after cancelling the scp is
sometimes echoed to the terminal as normal, but subsequent input is not
echoed although the results are.

The ssh command does not seem to exhibit the same behaviour.
