I dug into this further and my iptables rules do seem to be the problem. My rules are dropping packets on the INPUT chain. That's the default policy for the INPUT chain. There's a rule to accept packets for new connections originating on the LAN interface. But maybe that rule doesn't apply to ursa's connection to itself (for the tunneling)?
