This is to track the following for future updates to
bin/src2bin_text.py and check-external/unknown-packages.py .

As per #948555 as python-soappy might be removed from bullseye, for
later updates of security-tracker when running under bullseye those
would need porting.

The former is currently unused, the later used in a cronjob (but right
now disabled).
