RFS: python-ltfatpy/1.0.16-1 [RC]

Dear all,

I am currently fixing some bugs as part of the Paris BSP this weekend.

I have just fixed pending issues affecting python-ltfatpy (including 1
RC bug) and need someone to sponsor its upload. The only thing left is
to run `dch --release`, tag and submit.
