Please unblock package cups-filters

[ Reason ]
After the upload of qpdf (11.3.0-1), cups-filters started to FTBFS (-> #1032546)
This is due to qpdf now requiring C++17.

[ Impact ]
cups-filters can no longer be built.

[ Tests ]
The package has a small testsuite that passes.

[ Risks ]
There is no code change but "only" a removal of -std=c++0x from the CXXFLAGS. So there seems to be just a low risk.
cups-filters is a key package with no alternatives.

  [x] attach debdiff against the package in testing

In order to not being swamped by lintian messages, I also had to update some lintian-overrides.
(yes timing of lintian update could have been better)
